He was promoted to promoted from the rank of constable to a corporal.<\/p>\n\n\n\n<p>The CS was on a visit to mwea prisons where he addressed the prison over population and a  plan for decongestion which targets 50% reduction of the now prison population and an allocation of funds to improve\/upgrade prison facilities.<\/p>\n\n\n\n<p>\u00a0\u201cWhat we are having is disastrous.
