This discrepancy came to light during the scrutiny of the National Social Security Fund&#8217;s financial records for the 2019\/20 and 2020\/21 Fiscal Years. Under the oversight of the Public Investments Committee on Social Services, chaired by Navakholo Member of Parliament Emmanuel Wangwe, the contractor was summoned to provide explanations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the financial documentation from NSSF, a payment of Ksh871 million was disbursed in the 2020\/2021 fiscal year for the Hazina Trade Centre project. This amount constituted a portion of the substantial funds allocated to the Chinese contractor for the project. NSSF estimated the entire undertaking to cost Ksh4.2 billion, with Ksh3.2 billion disbursed by 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regarding the reduction in the building&#8217;s height to 15 floors, NSSF explained in its financial statements, &#8220;The original project involved transforming the existing structure into a 36-story tower. However, it was later revised to 15 floors, with a reduced contract value of Ksh4 billion from the initial Ksh6 billion.&#8221; NSSF acknowledged that despite the 58% reduction in the building&#8217;s size, the cost reduction was only 39%. They justified the alteration by stating that a 36-story tower would have necessitated tenants to seek additional parking space elsewhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the substantial investment, NSSF has faced challenges in recovering the expenditure through rental income.
