The issue they are raising is risk allowance,&#8221; Nakhumicha revealed.<\/p>\n\n\n\n<p>However, the Kenya Union of Clinical Officers responded on X, denying that any such meeting had taken place. &#8220;Susan Nakhumicha, unless you are being misadvised, we have not met PS Mary Muthoni in the past month. The team she appointed refuses to negotiate a return-to-work agreement as directed by the courts. While she acknowledged that the proposed increase is substantial, she suggested that the clinical officers discuss it with the Council of Governors (CoG), who are their primary employers. &#8220;Currently, they earn a risk allowance of Ksh3,000 and are asking for an increase to Ksh15,000. This discussion should be held with the CoG to determine if this increase is feasible,&#8221; she added.<\/p>\n\n\n\n<p>The union criticized the CS for suggesting that the CoG is their primary employer, stating that clinical officers work across both levels of government. &#8220;It is not true that the Council of Governors is the primary employer. Clinical Officers work across the two levels of government. You are expected to intervene and expedite resolutions when there is a stalemate.
