Kimani assured all interest groups that their views would be considered as the committee drafts its report to present to the National Assembly.<\/p>\n\n\n\n<p>&#8220;We have concluded public participation. As we head to the report writing stage, we will work to ensure all your views are accommodated as we aim to strike a balance on the various proposals in the Finance Bill 2024. Let us all work to make Kenya a better country for us all,&#8221; Kimani stated in a post on his official handles.<\/p>\n\n\n\n<p>Numerous interest groups submitted proposals, raising objections and expressing their views. Amnesty International, represented by Victor Ndede, submitted a memorandum opposing Clause 63 of the Finance Bill, which seeks to exempt the Kenya Revenue Authority (KRA) from the provisions of the Data Protection Act. Ndede argued that the proposed amendment infringes on the right to privacy.<\/p>\n\n\n\n<p>The Youth Health Advocates, a youth group based in Mombasa, also appeared before the committee, supporting the proposed increase in excise duty on wines and spirits to mitigate health risks associated with alcohol consumption. They urged the committee to retain or increase the proposed rates for alcoholic beverages and expressed concerns about the lowered rates for beer, advocating for higher rates to discourage its consumption among vulnerable groups.<\/p>\n\n\n\n<p>Following the conclusion of public hearings, the Finance Bill 2024 will move to the second reading in the National Assembly. According to a Parliamentary fact sheet, this stage involves a plenary debate on the bill&#8217;s merits and demerits. The bill is moved by its sponsor and seconded by another member. If the bill is not seconded, it is withdrawn.<\/p>\n\n\n\n<p>If the bill passes the second reading, it proceeds to the committee stage, where the entire House considers it clause-by-clause under the supervision of the Deputy Speaker or a member of the chairpersons&#8217; panel.
