The High Court has issued a freezing order on Ksh48.5 million and six parcels of land belonging to Kenyatta National Hospital (KNH) CEO Evanson Kamuri, who is under investigation for a Ksh634.5 million corruption scandal. The freeze will remain in effect for six months as the Ethics and Anti-Corruption Commission (EACC) continues its probe into the allegations against Kamuri.<\/p>\n\n\n\n

Last month, the EACC secured court orders to freeze an additional Ksh28 million held in two Housing Finance (HF) accounts, suspected to be corruptly acquired funds. The commission has sought access to various documents related to these accounts, including opening records, statements, cheques, deposit slips, and other relevant information dating back to January 1, 2019.<\/p>\n\n\n\n

The EACC has accused Kamuri of abuse of office, unexplained wealth, conflict of interest, procurement irregularities, and the irregular awarding of tenders to companies linked to him. “Preliminary investigations have established that the said public officer has accumulated assets which are not commensurate to his known source of income to a tune of Ksh800 million,” the EACC stated in its application.<\/p>\n\n\n\n

The court has also mandated Housing Finance to provide electronic evidence and appoint an authorized representative to produce a certificate confirming the authenticity of the evidence as required by Section 106B(4) of the Evidence Act.<\/p>\n\n\n\n

The charges against Kamuri include the irregular awarding of a tender for the supply, delivery, installation, testing, and commissioning of a medical oxygen generating plant at KNH, as well as a tender for the supply, delivery, installation, testing, commissioning, and support of the Enterprise Resource Planning (ERP) System and its supporting hardware and software components.<\/p>\n\n\n\n

The court\u2019s decision to freeze these funds and assets aims to prevent the dissipation of suspected proceeds of corruption, thereby safeguarding the investigation and protecting public interests. The EACC has emphasized the necessity of accessing detailed financial records to uncover the extent of Kamuri\u2019s alleged illicit activities.<\/p>\n\n\n\n

“For purposes of the ongoing investigations, it is necessary for the said bank to confirm the account balances and to make accessible certified copies of account opening documents, statements, cheques, deposit slips, ATM and cash withdrawals, standing orders, direct debits, debit and credit cards documents, cash deposit slips, bankers’ books, mandate cards and authorizations, payment vouchers, or any other relevant information for the period indicated above for the above-identified account number,” the court ruled.<\/p>\n\n\n\n

The EACC continues to pursue comprehensive investigations into Kamuri’s financial dealings to establish the full scope of corruption and recover any additional illicitly acquired assets.<\/p>\n","protected":false},"excerpt":{"rendered":"
