The protests initially centered around opposition to tax measures proposed in the Finance Bill 2024 but were subsequently hijacked by what were described as &#8220;criminal and opportunistic political forces.&#8221;<\/p>\n\n\n\n<p>The meeting acknowledged that these groups had caused significant disruption and damage across cities, towns, and urban areas, resulting in loss of life, destruction of government buildings, infrastructure, vehicles, homes, and businesses. Due to threats against critical national institutions like Parliament and the Supreme Court, all national security agencies, including the military, were mobilized to maintain law and order.<\/p>\n\n\n\n<p>The Cabinet commended the professionalism of security agencies in managing the situation under challenging circumstances, noting their efforts to protect the country from acts of anarchy. President Ruto emphasized the need for the government to focus on rebuilding and planning for a better future, including restructuring budgets in light of recent events to prioritize essential national programs.<\/p>\n\n\n\n<p>Regarding police conduct during the unrest, the Cabinet assured that any officers found to have acted unlawfully would face appropriate legal procedures. They also called for decisive action against individuals involved in serious crimes such as arson, looting, and robbery, emphasizing that accountability must be upheld.<\/p>\n\n\n\n<p>Additionally, the Cabinet discussed the reorganization of the budget post-Finance Bill withdrawal to ensure minimal impact on crucial national initiatives.
