The notice of motion, presented by Nominated MCA Zipporah Kinya, includes 11 specific allegations and comes just three weeks before Ms. Mwangaza\u2019s second anniversary as County boss.<\/p>\n\n\n\n<p>The impeachment process begins as nine residents have petitioned President William Ruto to suspend the county government, citing a failure to uphold the principles of devolution. This will be the assembly&#8217;s fourth attempt to remove Ms. Mwangaza, following three previous unsuccessful motions since November 2022.<\/p>\n\n\n\n<p>The allegations against Governor Mwangaza include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Illegally revoking the appointment of County Public Service Board Secretary Virginia Kagwiria.<\/li>\n\n\n\n<li>Failing to appoint various autonomous board chairpersons.<\/li>\n\n\n\n<li>Not implementing or reporting back on County Assembly resolutions.<\/li>\n\n\n\n<li>Irregularly dismissing her legal adviser and several board executives.<\/li>\n\n\n\n<li>Appointing a county attorney without assembly vetting.<\/li>\n\n\n\n<li>Irregularly paying Sh74 million in emergency call allowances to doctors.<\/li>\n\n\n\n<li>Employing 111 personal staff, resulting in a Sh500 million wage bill.<\/li>\n\n\n\n<li>Paying approximately Sh103 million in salaries through a manual payroll.<\/li>\n<\/ul>\n\n\n\n<p>Despite these allegations, Ms. Mwangaza has expressed her willingness to cooperate with the MCAs, including allocating more development funds to wards and engaging in reconciliation talks.
