President William Ruto has directed all government institutions to prioritize the inclusion of persons living with disabilities as a fundamental part of their operations.

Speaking at State House Nairobi on Thursday, May 8, the President announced the reinstatement of the Disability Mainstreaming Performance Indicator in government performance contracts. The move, he said, is aimed at strengthening accountability and ensuring that inclusivity is measurable across all public agencies.

The directive came as Ruto assented to the Persons with Disabilities Bill 2025, a legislative step meant to enhance rights and protections for persons with disabilities in Kenya.

“As part of our efforts to strengthen disability inclusion in the public sector, I direct the Public Service Performance Management Unit at the Public Service Commission to reinstate the Disability Mainstreaming Performance Indicator in performance contracts,” President Ruto stated.

He emphasized the importance of the performance indicator, saying it will help evaluate and hold institutions accountable in fulfilling their obligation to promote inclusivity.

“This indicator is crucial for evaluating and holding institutions accountable for their inclusivity, making disability mainstreaming a measurable and essential component of institutional performance,” he added.
