On Monday, the Government announced its collaboration with the World Bank to develop a new unified Human Resource system for civil servants, aiming to replace the current structure. At The 3rd National Wage Bill Conference organized by the Salaries and Remuneration Commission (SRC), Public Service Principal Secretary Amos Gathecha explained that this system would introduce a Unified Payroll Number (UPN) for all civil servants, following its successful pilot with the Teachers Service Commission (TSC) and its upcoming extension to all government employees.
The new system, known as the HRIS-Kenya web-based system, will centralize employment data for all civil servants, including those in Ministries, Departments, and Agencies (MDAs). Once implemented, the government will assign UPNs to all registered government workers, eliminating the need for manual payrolls.
