Chief Justice Martha Koome has directed Magistrates’ Courts across the country to conduct Rapid Results Initiatives aimed at resolving cases pending for over three years. Speaking virtually at the 11th Annual Heads of Station Forum, Koome stressed the importance of active case and docket management strategies to reduce case backlogs and ensure timely delivery of justice.

She highlighted the significance of digital-ready courts and the utilization of ICT to streamline processes and enhance accessibility to justice. The forum, themed “Enhancing Organizational Growth and Sustainability through Shared Leadership,” is being held in Kisii County.

Koome also outlined enhancements to the Case Tracking System (CTS) to improve case tracking and management, including mandatory uploading of judgments and rulings and automation of the monthly court returns submission process. She commended the performance of Magistrates’ Courts in the previous financial year and emphasized the need to strengthen specialized courts, such as Children’s Courts and Sexual and Gender-Based Violence Courts. Additionally, she called for active pursuit of prison decongestion initiatives and highlighted the importance of intergenerational leadership and mentorship within the judiciary. The Chief Registrar of the Judiciary, Winfridah Mokaya, echoed Koome’s sentiments and outlined priorities to support the Chief Justice’s agenda, including improving infrastructure and management of judiciary resources.

Kisii Governor Simba Arati, present at the opening session, highlighted the county’s efforts in child protection and pledged support for the rollout of Alternative Justice Systems (AJS) to enhance access to justice at the grassroots level.
