On Wednesday, the Senate commenced the first reading of the Provision of Sanitary Towels Bill of 2024, spearheaded by nominated Senator Gloria Orwoba. This legislation aims to ensure that the government supplies free sanitary towels across all public institutions and correctional facilities, encompassing public schools and county government offices.

Central to the bill is the establishment of an inter-ministerial committee tasked with overseeing the implementation of the sanitary towel distribution. This committee, comprising representatives from various ministries, will receive funding appropriated through the National Assembly and from other sources, including donations.

According to the bill, the committee is mandated to convene at least once every three months to assess progress and address challenges. It further stipulates that county governments must replicate these provisions at the local level.

In order to prevent misuse of the distributed sanitary towels, the legislation includes stringent penalties for individuals involved in rebranding or reselling government-issued products. Offenders face severe consequences, with a first-time offence carrying a fine not exceeding five million shillings, imprisonment for a term not exceeding three years, or both. Subsequent offences could lead to a fine not exceeding ten million shillings, imprisonment for up to five years, or both.
