In a significant move, President William Ruto has reshuffled his cabinet just days after naming his proposed ministers. Aden Duale has been moved from the Ministry of Defence to the Ministry of Environment, Climate Change, and Forestry, while Soipan Tuya has been nominated as the new Defence Cabinet Secretary.

The reshuffle, announced through a submission to Parliament read by National Assembly Speaker Moses Wetangula, comes amid growing pressure on Ruto to present a more dynamic and reform-focused cabinet. The President’s previous cabinet choices had faced intense scrutiny and public dissatisfaction.

This shake-up follows the unveiling of Ruto’s initial list of nominated Cabinet Secretaries on Friday, July 19. Critics accused the President of lacking genuine reform, suggesting he favored established figures over new voices. The reappointment of several old faces, including Kithure Kindiki, Alice Wahome, Davis Chirchir, and Rebecca Miano, drew skepticism from youth groups, church leaders, and civil society organizations demanding transformative change.

Ruto’s challenge lies in balancing the demands for change with maintaining support from his political base as he gears up for the 2027 election. Additional cabinet announcements are expected soon, with speculation about the involvement of opposition leader Raila Odinga in the selection process. Reports of a last-minute withdrawal of Odinga’s nominees on Friday have further intensified speculation about ongoing negotiations.

In response to his reassignment, Duale expressed his gratitude on social media, stating, “I am grateful to President William Ruto for reassigning me to the Ministry of Environment, Climate Change, and Forestry. I look forward to focusing on sustainable environmental management and addressing climate change challenges.”
