The Kenyan government’s Kshs 104.8 billion Social Health Authority (SHA) project has come under heavy scrutiny following revelations by Auditor General Nancy Gathungu that the state neither owns nor controls the system, despite significant public investment.
The Auditor General’s report questions why the government proceeded with the project without securing ownership of its infrastructure and intellectual property. As a result, SHA contributions and claims from health facilities will finance a system that remains outside state control, posing a major risk to public funds and healthcare services.
