President William Ruto has made key changes in government to accelerate the implementation of his administration’s Bottom-Up Economic Transformation Agenda (BETA).
In a statement signed by Head of Public Service Felix Koskei, several appointments and reassignments were announced:
Key Appointments & Reassignments
- Prof. Edward Kisiang’ani has been appointed Senior Advisor and Member of the President’s Council of Economic Advisors. He joins Moses Kuria and David Ndii in the team tasked with reviving the country’s economy.
- Stephen Isaboke, formerly a top executive at MultiChoice Group, takes over as Principal Secretary for Broadcasting and Telecommunications, replacing Kisiang’ani.
- Amos Gathecha, previously PS for Public Service, has been promoted to Deputy Head of Public Service at the Executive Office of the President.

- Belio Kipsang (Education) → State Department for Immigration & Citizen Services (Interior Ministry)
- Harry Kimtai (Medical Services) → Ministry of Mining
- Julius Bitok (Immigration & Citizen Services) → State Department for Basic Education
- Dr. Caroline Wanjiru Karugu, former Nyeri Deputy Governor, has been appointed PS for East African Community (EAC) Affairs.
- Dr. Fredrick Ouma Oluga, former KMPDU Secretary-General, is the new PS for Medical Services.
The reshuffle is expected to enhance efficiency in service delivery and strengthen government operations in key ministries.
